"State changes not configured"

On the Application Health portlet and others there is a symbol for the application state.  When I hover over this and try to click it, I see the message "State changes not configured".  What does this mean and how do I address it?

I'm not sure which portlet you are referring to. System Health? Workload Health?
I don't have an application health portlet on V15 but you can check the States tab of your active ruleset to see if a matrix is defined.

The Appliacation Health portlet is part of the Teradata Ecosystem Manager product (previously aka TMSM). Ecosystem Manager Engineering response:
 
This text indicates that the application’s state changes have not been configured.  An admin would have to use the MSMSetup admin portlet in Viewpoint to edit the application and define some state changes.  Once these are defined, a list of states will be displayed in the Application Health Portlet for the user to change state.
