What is a PPI and how does it help increase the performance while retriving data

I suggest you go through Teradata materials.

Row-partitioned primary indexes are defined for tables that are frequent targets of range or

row-partition-based queries and also case basis. 


The performance gain depends on the number of partitions, design of partitions, and the specific query being measured. I/O contention for a query can be less than  the one it takes to run the same query against the table with a non-partitioned primary index (NPPI)
