The string contains an untranslatable character

The character is either
'->' (a single character)
or a '?' surrounded by a black diamond.

Whenever I tried translating 
SELECT CHAR2HEXINT('[character]');
I got 'The string contains an untranslatable character '.  Any suggestions on how to translate this character?

I've tried
SELECT CHAR2HEXINT('')
We are trying to replace these characters with ''.
Any suggestions?

My apologies - the character keeps making the post end.
I've tried:
SELECT CHAR2HEXINT('[character]')

Hi,
Probably these characters the binary characters created during an export operation. Are you facing this issue in a file loaading or something else?

Have you tried it through BTEQ? it might be an issue due to ODBC limitations.
