Developer Privileges

developers in my shop want permission to Create Objects in Production because they say they need to Collect Statistics and drop/recreate indexes but i find that they end up creating many 'backup' tables that take up valuable prod space.  how is this handled in other shops? how are load utilities used w/o granting developers prod access? seems like only DBAs should be able to create objects in Prod. thank you for any feedback.

Ideally, production environment shouldnt be exposed to developers. And they shouldnt be creating tables there. Collecting stats or creating indexes should be in the hands of DBA .... developers can assist and provide there recommendations based on development environment.

Also, backup tables dont have anything to do with collecting stats.

what are the Best Practices for loading/updating Teradata tables? some load utilities do not allow Join Indexes or Secondary Indexes. how do shops get around that? i appreciate any suggestions.
